Requirements
Road must be 12 feet wide. Allotting up to 20 feet width for rise buildup.
The culvert must be 36 inches in diameter or grouped equivalent of 7.06 SqFt:
2 at 25.5 inches
3 at 20.9 inches
* Notes: if obtaining smaller culvert pipes helps lower the roadway height without increasing the cost dramatically, we would prefer a lower roadway for a more gradual climb up the hill and less fill material.
Culverts must be able to support the weight of traffic above them. Thus, it must be able to withstand weights over 37 Tons.
40 foot High Cube delivers
Fully loaded cement mixer trucks = 70,000 lbs = 35 tons
45 foot diesel pusher motor homes = GCWR 74,000 lbs = 37 tons

We do have an issue with flood over when rains are heavy to the west of the exiting culvert. We are thinking that building up the roadway would divert the flow down the culvert rather than over the roadway.
